Maine should require work in exchange for welfare benefits, including Medicaid

Maine should ensure that MaineCare provides a basic safety net for our neediest people. MaineCare, which is Maine’s Medicaid program, is a temporary support and the focus should be assisting people to getting a better job with higher pay and benefits, like health insurance coverage.

Maine asked the federal government to approve work, training and volunteering requirements for able-bodied adults between the ages of 19 and 64.These are similar to the successful welfare work requirements implemented under the LePage administration for food stamps and other welfare benefits (TANF and FSET). Maine also would require Medicaid recipients to pay monthly premiums of up to $40 and pay $10 if the individual goes to an emergency department for a nonemergency issue.

The federal government approved these changes to Maine’s Medicaid program at the end of Governor LePage’s term; Janet Mills refused to implement it after she became governor.

LD 981 would implement the Medicaid work requirements the federal government already approved. It will help people improve their health and financial situation.
